FG Launches EDMS To Digitise Agriculture Ministry

The Federal Government has launched an Electronic Document Management System (EDMS) to enhance agricultural service delivery, strengthen transparency, and preserve institutional memory within the Ministry of Agriculture and Food Security.

Minister of Agriculture and Food Security, Abubakar Kyari, said the EDMS was developed under the Federal Civil Service Strategy and Implementation Plan 2021 -2025 (FCSSIP 25) as part of efforts to modernise government operations.

He explained that the system is designed to digitise records, automate workflows, and drastically reduce reliance on paper-based processes across the Ministry.

Kyari noted that the initiative aligns with the Federal Government’s target of achieving 80 per cent digitalisation of government operations by the end of 2025, with the ultimate goal of a fully paperless civil service by 2030.

According to the Minister, the EDMS will fundamentally transform how records are created, processed, stored, accessed, and secured within the Ministry of Agriculture and Food Security.

He added that the system would significantly reduce delays associated with manual file movement, enhance collaboration across departments, improve document traceability, and strengthen audit and security controls.

The Minister stressed that these improvements are critical to informed decision-making, policy continuity, and effective governance, particularly for a ministry that plays a strategic role in livelihoods, economic diversification, and national stability.

Kyari described efficiency and responsiveness as non-negotiable in the agriculture sector, saying the EDMS would enable seamless information flow, timely decision-making, and the preservation of institutional knowledge for continuity and future planning.

He urged staff of the Ministry to fully embrace the system and integrate it into their daily operations, emphasising that the success of the EDMS would depend on discipline in usage, strict adherence to established workflows, and continuous capacity building.

The Minister lauded the Permanent Secretary, the Department of Planning and Policy Coordination, the project implementation team, as well as all directors and staff who contributed to the successful deployment of the system.

“Change is often challenging, but your cooperation and openness demonstrate a shared understanding that a modern public service must be agile, technology-driven, and results-oriented,” he said.

Kyari also commended the implementation consultants, Quomodo Systems, for their professionalism, technical competence, and commitment, noting that their collaborative engagement led to the delivery of DOC STREAM, a secure and user-centric EDMS tailored to the Ministry’s operational needs.

In his remarks, the Minister of State for Agriculture and Food Security, Aliyu Sabi Abdullahi, said the EDMS would transform how official records are created, managed, stored, retrieved, and secured, while reducing paper use, minimising delays, improving inter-departmental collaboration, and strengthening records security and audit trails.
