Kaduna Passes Penal Code, Criminal Justice Bill

The passage of the bill followed the presentation of the report by the Chairman of the House Adhoc Committee on the Bill, Mr Kantiok Ishaku.

Ishaku had suggested the amendment of some sections of the report before it was adopted.

The Majority Leader, Mohammed Inuwa, moved that the house set aside the provision of house Rule 3, Order 7, to allow for the third reading of the bill.

The Speaker, Aminu Shagali, read the bill for the third time.

Shagali said the primary purpose of the bill was to enable the citizens of the state to acquaint themselves with the security challenges in the state.

He said that the bill also sought to enable the public to know their rights that should be upheld, while carrying out their day-to-day activities.

The house also passed the Kaduna State Administration of Criminal Justice Bill, 2017.

The bill is aimed at ensuring the administration of criminal justice and promoting efficient management of the criminal justice institutions for the speedy dispensation of justice in the state.

The bill will also protect the society from crimes and protect the rights and interests of suspects, defendants, as well as the victims.

Meanwhile, the Penal Code Law Cap 110 Law of Kaduna State, 1991 and the Kaduna State Kidnap Law No 5 of 2009 have also been repealed.

“Notwithstanding the provisions of Section 406, any act which is an offence established under the penal Code Law, Cap 110, Laws of Kaduna State, 2009 and in which respect the prosecution is still pending in any court is hereby saved.

“Such prosecution shall continue to be until the final determination of such a case,’’ it said.
