Many political observers see this development as a major setback for President Donald Trump’s anti-immigration agenda he brought to Washington two years ago.

House Democratic leader Nancy Pelosi is set to become speaker, a position she held from 2007 to 2011.

While Republicans have extended their majority in the Senate amid GOP setbacks elsewhere, leaving President Trump reliant on the chamber to protect his agenda in Congress—and incoming lawmakers indebted to a president who backed their campaigns.

The GOP victories in a set of states that Mr. Trump won in 2016 and where he campaigned on behalf of Republican candidates, also send a message to the party’s other senators that they may need his help in future races.

Republicans defeated Democratic incumbents in Indiana, Missouri and North Dakota, while holding on to seats in Texas and Tennessee. Democrats, meanwhile, fended off Republican challengers in West Virginia, Wisconsin and New Jersey, but couldn’t overcome the GOP majority in the chamber.

The Republican majority will allow the president to continue to appoint conservative judges, a priority for the White House, and confirm nominees to administration posts. It will also help Mr. Trump grapple with a Democratic takeover of the House and any efforts to impeach him, since a trial would occur in the Senate, and conviction requires a two-thirds majority vote.
