Otti Enacts Abia State Start-Up Bill To Boost Innovation
The Abia State Governor, Dr Alex Otti, has assented to the Abia State Start-Up Bill, a move aimed at transforming the state into a leading tech hub in Nigeria.
The Commissioner for Information, Okey Kanu, disclosed this on Monday evening while briefing the press on the outcome of the weekly excos meeting with the Governor.
This bill implements the Nigerian Start-Up Act 2022 at the state level, with a focus on fostering innovation, developing tech-enabled startups, and nurturing digital talent.
According to the Commissioner for Information, the law will apply to companies in Abia State with major operations here and startups holding the label under the National Act.
“This development is part of a broader agenda of growth and innovation in Abia State,” he said.
He also disclosed that the government is set to launch Nigeria’s first state-owned electric bus transport scheme, the Abia Transport Transformation Project.

“Twenty eco-friendly, 40-seater electric buses, equipped with advanced safety features and a 400km driving range, have already arrived, with another 20 expected early next year, and the launch date will be announced soon,” he said.
In another significant move, Governor Otti will unveil the state’s 25-Year Development Plan tomorrow, December 16, 2025, at the International Conference Centre.
The event will feature development partners such as UNDP, PIND, PACE, PWC, and the Abia Global Economic Advisory Council, alongside traditional rulers, student bodies, and other stakeholders.
On December 20th, 2025, 850 youths will graduate from the second cohort of the Abia Tech Rise ICT training at the JAAC Building, Umuahia, bringing the total number of graduates this year to 1,399, and the ceremony will be presided over by Governor Otti.
As the yuletide approaches, the government has urged Abians to remain vigilant and report any suspicious activities to law enforcement.
