The Office of the Accountant General of the Federation has confirmed the deactivation of the Integrated Personnel and Payroll Information System (IPPIS) for Federal Tertiary Institutions(FTI).
This follows the Federal Government’s decision to remove these institutions from the IPPIS platform.
The Director of Press and Public Relations at the OAGF, Bawa Mokwa, revealed this in an interview.
“It was only natural for the IPPIS platform for FTIs to be shut down, given the Federal Government’s directive to remove these institutions from the system,” he said.
He added that November salaries for FTIs would be processed through the Government Integrated Financial Management Information System (GIFMIS).
Institutions are required to prepare their payrolls in Excel format and submit them to IPPIS for verification and validation.

Recall that in May, the Federal Government disclosed that it has moved the payment of the salaries of lecturers in federal universities, polytechnics and colleges of education to the Government Integrated Financial Management System( GIFMIS).
The GIFMIS is an IT-based system for budget management and accounting, put in place by the Federal Government to improve public expenditure management processes and enhance greater accountability and transparency across ministries and agencies.
It noted that the move to GIFMIS platform was aimed at ensuring an effective and efficient management of financial systems in the institutions after they were removed from the Integrated Personnel Payment System (IPPIS).
The Federal government had in December 2023 announced the exemption of the tertiary institutions from the use of IPPIS for the payment of their staff salaries and allowances following protest by the Academic Staff Union of Universities (ASUU) for universities to be exempted.
ASUU had suggested the University Transparency and Accountability Solution (UTAS) as an alternative to the IPPIS.

However, the federal government in the letter chose the GIFMIS platform which it claims “will aid strategic management of public financial resources for enhanced accountability, transparency, cost effective public service delivery, and economic growth and poverty reduction efforts.”
