IPPIS: Why CBN, NNPC, Others Are Exempted From Scheme – FG

Following a query  it received from the Academic Staff Union of Universities (ASUU), the Integrated Personnel Payroll Integrated System(IPPIS) has explained why staff of the Central Bank of Nigeria(CBN), the Nigerian National Petroleum Corporation(NNPC) and the Federal Inland Revenue Service (FIRS) are not on the IPPIS platform.

IPPIS said staff of the aforementioned organisations are exempted from its platform because the agencies generate their revenues.

ASSU had on Monday threw questions at the federal government, seeking to know why the government wants its members enrolled on the IPPIS platform when some federal agencies are not captured on the salary payment platforms.

According to the union, the initiative should not be made compulsory for university staff if it was possible to exempt the staff of CBN, NNPC and other agencies.

But in response to the queries, the Director of IPPIS, Olufehinti Olusegun, featured on Channels Television’s Sunrise Daily programme on Wednesday, where she said the agencies in the spotlight are revenue agencies that live solely on the cost of collection.

“The President’s directive was direct that all Ministries, Departments, Agencies or institutions drawing their salaries from the consolidated revenue fund, which is a Federal Government account, are to key into IPPIS.

“The government knows that all agencies cannot be brought on board at the same time. But for those who draw their salaries and personnel costs from the consolidated revenue account of the Federal Government, they must come on board.

Olusegun, however, noted that so far, over 937,000 federal employees including the military are registered on the initiative which has been able to save billions of naira belonging to the government which previously had been entering private pockets.

ASUU has consistently opposed the initiative driven by the Office of the Accountant General of the Federation, saying that it is in gross violation of the autonomy of federal universities according to the  Universities (Miscellaneous Provisions) Amendment Act 2003.
