EXCLUSIVE: Buhari Confirms Hadiza Bala Usman as Head of NPA

Indications emerged early Tuesday that President Muhammadu Buhari has appointed Hadiza Bala Usman as the Managing Director of the Nigeria Ports Authority (NPA), The WHISTLER can exclusively report.

Hadiza Usman, coordinator of the Bring Back Our Girls group is presently Chief of Staff to the Kaduna State Governor, Mallam Nasir el-Rufai.

A presidential villa source told The Whistler that the appointment was confirmed late Monday night upon the recommendation of the Minister of Transport, Rotimi Amaechi.

The NPA Act 1999 vests the powers of appointment on the president. Part III section 10: 1 of the Act states: “(1) There shall be, for the Authority, a managing director to be appointed by the President. (2) The managing director- (a) shall hold office for a period of five years, on such terms and conditions, as may be specified in his letter of appointment…”

With the appointment, Hadiza Bala Usman will be the first woman to head the money-spinning parastatal and will be taking over from Alhaji Habib Abdullahi, who was reinstated by Buhari in August 2015 as the managing director of NPA, after he had been shown the exit by former President Goodluck Jonathan in April 2015.

A member of the All Progressives Congress (APC), Hadiza was born in Zaria, Kaduna State, on January 2, 1976 and attended ABU Demonstration Secondary School and earned a B.Sc. in Business Administration from the Ahmadu Bello University, Zaria, in 2000. She later obtained an MA in Development Studies from the University of Leeds, United Kingdom, in 2009.

She worked for a non-governmental organisation, the Centre for Democratic Development and Research Training (CEDDERT) in Zaria, as a research assistant in 1999.

She has worked for the Bureau of Public Enterprises (BPE) when el-Rufai was the director-general of the privatisation agency and moved with him to the Ministry of Federal Capital Territory as his Special Assistant on Project Implementation.
