FG Tightens Procurement Rules, Insists On BPP-Certified Officers
The Director-General of the Bureau of Public Procurement (BPP), Dr Adebowale Adedokun, has declared that the use of qualified procurement officers is non-negotiable.
Headline stated that only BPP-certified professionals, who are competent in managing procurement processes, will henceforth handle procurement functions across government institutions.
Adedokun made this known during an online orientation programme for newly deployed Procurement Officers on Salary Grade Levels 15–17 posted to various Ministries, Departments and Agencies (MDAs).
He explained that the directive is part of ongoing efforts to strengthen the integrity, efficiency, and accountability of public procuremen,t in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
According to him, the deployment of the officers is a strategic move aimed at repositioning the procurement cadre, injecting fresh expertise into the system, and ensuring strict compliance with established guidelines.
Adedokun emphasised that professionalism and certification are critical to achieving value for money, transparency, and improved service delivery.

The BPP boss also stressed the importance of leveraging technology to reduce procurement turnaround time, noting that all submissions must now be done digitally in line with the Federal Government’s e-governance drive.
He urged procurement officers to embrace reforms, implement procurement plans effectively, and identify potential bottlenecks early.
Adedokun further directed all officers to adhere strictly to financial regulations, warning against the award of contracts without cash backing, in line with directives from the Office of the Accountant General of the Federation.
He added that the era of poorly funded projects leading to abandonment and litigation must come to an end.
Adedokun called for the prioritisation of local content, including the procurement of Nigeria-assembled vehicles, to stimulate economic growth and job creation.

He stated that MDAs must publish monthly contract awards and quarterly performance reports to ensure transparency and accountability.
On compliance and enforcement, the DG warned that the Bureau would strictly apply its Debarment Policy against any contractor, consultant, or officer found guilty of fraud, collusion, or persistent non-compliance.
